Photoscape has plenty of basic editing tools that are reasonably automated. However, it has the added benefit of allowing you to tweak settings to get exactly what you need.

In addition to basic editing, Photoscape includes a batch editor for modifying multiple photos at once. It can also layout photos in page format, combine photos, create animated images and much more.
